Established in 1951, The Joint Commission for Accreditation of Hospitals (JCAH) was formed by a partnering of the American and Canadian Medical Associations, the American College of Physicians, and the American Hospital Association with the American College of Surgeons (ACS). The ACS, influenced by surgeon Ernest Codman's focus on evaluation of outcomes, established "minimum standards for hospitals," and performed audits to assess whether these standards were met.
In 1965 the Social Security Amendments included a provision that hospitals accredited by JCAH are "deemed" to be in compliance with most of the Medicare Conditions of Participation for Hospitals. This ultimately established a precedent for collaboration between Medicare and Medicaid and The Joint Commission.
Fast forward to the present, The Joint Commission (TJC) continues to retain its current deeming authority from the Centers for Medicare & Medicaid Services (CMS) through July 15, 2014. On February 9, 2009, TJC submitted renewal for deeming authority application to CMS. As part of TJC’s application, The Joint Commission posted 165 new and revised requirements. Following discussions with CMS, a number of those requirements were considered equivalent to existing elements of performance or were already addressed in The Joint Commission survey process. As a result, the number of new and revised requirements has been reduced to 87.
This 60-minute activity features Joint Commission experts discussing these revised requirements.
